YPONOMEUTA ENVONYMELLA-BIRD CHERRY ERMINE

 Thousands of Caterpillars feeding in these webs, looks like its on a Lilac tree with Ivy and Leylandii, i get very many Yponomeuta in garden and always thought they were Bird Cherry Ermines.
